There are lots of ways to make signatures. An easy and free option is Microsoft Paint, which is available on almost every computer. You could also try using picnik, which is a free online photo editor.
Some people also use advanced photo editing programs, like GIMP and Adobe Photoshop. I use a program called Paint Shop Pro 9. Programs like these cost money. I bought my program for about $90 a few years ago, but the newer versions are probably more expensive. If you hunt around online, you might be able to find a free trial of one of the programs, which last about a month.

Go to edit your profile, and in the box where it says signature, type in [*img][/*img] without the stars. You put the URL of the image between the codes. However, I think your signature may be a bit too big - it should be no more than 550px by 250px. The width you have is fine, but the height is a bit over the limit. Resize it a little and you should be fine.
