| As far as I know, there is no quest that needs to be done before. Check that it does not show up under your available quests (if you are sure you have not started it before). If it doesnt show up there at all, I would use HI help chat to get some answers

| I believe you have to do SirStratosphere's Nacreous Cloud Quest to get into ProfHerringBone's Cabin later in the quest. Whether or not that is an actual prerequisite to The Town that Time Forgot, I'm not entirely sure.
