Would you please tell me where to even find the quest?

You need to complete the Messenger line of quests (starting from 'The Secret of the Frogs', AngleTon) to get access to PurpleEyedGrass. Then, talk to her to start the gardening quest (Angled Sub Isle Quests).

Update: To grow food, you must complete PurpleEyedGrass quest, however after collecting all the recipe ingredients discovered that the final recipe (vegetable salad) requires level 5 cooking skill. I still need 40,000 skill points to reach level 5.

What do you mean we can grow food on those hills? I can't figure out how.
